The Land and Water Forum comprises a range of industry groups, environmental and recreational NGOs, iwi, scientists, and other organisations with interests in freshwater and land management. Active observers from local and central government participate in the discussions. Water New Zealand participates in both the Small Group and the Plenary and is represented by Charlotte Cudby.
The Forum was asked by the Minister for the Environment and the Minister for Primary Industries to advise on how freshwater should be managed. Since 2009, the Forum has completed four reports containing a suite of recommendations that represent the Forum’s common vision for freshwater management in New Zealand.
The government has implemented some of the recommendations. The general intent of the government’s National Policy Statement on Freshwater Management (NPS-FM) is in line with Forum recommendations.
There is more to be done, however, to fully implement the framework. In June 2017 the Forum produced a commentary on implementation of the NPS-FM, which identified some key areas for attention.
The Forum has now been asked by the new Minister for the Environment, David Parker, to provide some targeted advice on how to:
- prevent further degradation before regional plans, that are under development, come into force
- provide stronger national direction on nutrient allocation by catchment
- provide stronger national direction on improving sediment management.
