Productivity Commission Low-emissions economy draft report

The Productivity Commission recently released a paper examining options for NZ to move to a low emissions economy. The report is comprehensive at 500 pages long. It asks the question whether waste water treatment plants should be included in the emissions trading scheme. Water New Zealand is planning to make a submission to the Commission.
