Implementing the Dunedin City Council trade waste bylaw

In July 2008 the Dunedin City Council (DCC) adopted a new Trade Waste Bylaw (the Bylaw) and initiated a project to create and implement a new consenting and charging model for Trade Waste in Dunedin. This paper describes the process, challenges and lessons learned in developing the model. It highlights the success of a two stage consultation process, and the challenges of making a scientific model work in the real world.
