Group General Manager, Commercial and Corporate

Sara joined Waka Kotahi NZ Transport Agency in January 2023 as Group General Manager Commercial and Corporate.

Sara is an experienced finance and corporate services leader and leads our procurement and commercial, investment and finance, legal, governance, risk, enterprise change, business support and enterprise portfolio management functions.

Sara is the former Chief Financial Officer for the Wellington City Council. Before that Sara was the Executive Officer for Auckland Council and also held the Head of Financial Transformation, Head of Financial Transactions, and General Manager Procurement roles during her time there. Before Auckland Council, she was General Manager of Commercial Services at MBIE. Sara has been a board member and treasurer from early 2022 and is also a member of the Chartered Institute of Purchasing and Supply.

Chief Advisor for Service Delivery

Euan is the current Chief Advisor for Service Delivery at Wellington Water. He has worked in procurement and contract management for 25 years, in the UK and NZ, and in both public and private sectors. His experience includes Infrastructure, Central and Local Government, Defence, and the FMCG sectors. In addition, he has previously worked extensively in bid management and proposal writing for the global consultancy Shipley, helping NZ companies improve their tender win rates and bidding processes.

Louise Gibson is Brian Perry Civil’s Strategy and Business Performance Manager. As one of the contractors on the Wellington Water delivery panel, BPC is delivering some significant projects in and around the capital. They’re also involved in a range of other water projects around the country.

Louise has worked on procurement from both the contractor and client side in Australia, New Zealand, and the United Kingdom. She understands the drivers, different influences, and challenges for both sides for delivering Smart Buyer Vision.
