Property-Level Flood Risk Assessment Framework

The Flood Risk Assessment Framework is a new tool to determine Flood Danger at any property. Past approaches have been designed for large scale fluvial or coastal flooding and are not transferrable to an urban, pluvial flooding context - this Framework is the first to be designed for the highly variable topography and flooding in Auckland and similar urban areas. It accounts for the behaviour of people who might be on a property at the time of flooding, considers those who are most vulnerable, and integrates flood hazard assessments at multiple locations on a property into a single rating that represents risk to life in a 1% AEP event. This allows flood risk to be assessed in a consistent, transparent and objective manner.
